As per Section 4(Ka), Sub-section (1) of the Education Act, 2028, which provides for the National Examination Board to conduct, coordinate, and manage secondary education examinations; and in accordance with Sub-section (2)(Ka) of the same Act, the Nepal Government shall appoint the Chairperson of the National Examination Board based on the recommendation of a committee formed under Section 4(Ka), Sub-section (3) from among individuals who have at least a Master's degree from a recognized university and at least twelve years of experience in the field of education and examination.
In accordance with the "Procedure for Meetings and Selection of the Recommendation Committee Formed for the Appointment of the Chairperson of the National Examination Board, 2082," candidates who achieve the highest scores based on merit will be recommended to the Nepal Government for appointment. For this purpose, interested individuals possessing the following qualifications and experience are invited to submit their applications within 15 days from the date of first publication of this notice during office hours at the Secretariat of the Recommendation Committee, Ministry of Education, Science and Technology, Government of Nepal, Singha Durbar.
Qualifications and Experience
- The candidate must have achieved the following qualifications and experience for appointment as the Board Chairperson:
- Must meet the qualifications and experience mentioned in Section 4(Ka), Sub-section (2), Clause (Ka) of the Education Act, 2028.
- Must not be disqualified under Rule 7 of the National Examination Board Regulations, 2076.
- Must not be a member of any political party at the time of application.
- Must not have any Conflict of Interest with the Examination Board.
Documents Required:
- Certified documents disclosing the following details must be submitted along with a duly filled application:
- Application as per Schedule 1 of the Procedure for Meetings and Selection of the Recommendation Committee, 2082.
- Self-declaration as per Schedule 2 of the same Procedure.
- Self-attested copy of the Nepalese Citizenship Certificate.
- Self-attested copies of documents related to educational qualifications.
- Self-attested copies of documents proving work experience in the field of education and examination.
- A Concept Paper on leading the Board after becoming the Chairperson and a four-year Professional Workplan (three copies of each in separate sealed envelopes).
- Presentation of the Concept Paper and Professional Workplan (both Hard Copy and Soft Copy) in a separate sealed envelope.
- Self-declaration of not being a member of any political party and having no Conflict of Interest with the Examination Board.
- A voucher for the application fee of Rs. 5,000/- deposited into Revenue Account No. 14224, Office Code No. 350003501, in the name of the Ministry of Education, Science and Technology.
2. For coding/decoding purposes, candidates must mention personal details only on the first page of the Concept Paper and Workplan as per Schedule 3 and 4; mentioning names or identity marks on other pages may lead to cancellation.
3. Application forms and schedules can be downloaded from www.moest.gov.np.
Evaluation Criteria: Evaluation will be based on the "Procedure for Meetings and Selection of the Recommendation Committee Formed for the Appointment of the Chairperson of the National Examination Board, 2082."
Cancellation of Application: The committee may cancel an application at any stage if false documents are submitted or if required documents from Section 2 are missing.
