NEB Issues New Guidelines for SEE 2082 Examination Centers

The National Examination Board (NEB), Office of the Controller of Examinations (Class 10), has issued a formal directive to all Education Development and Coordination Units regarding the establishment of examination centers for the upcoming Secondary Education Examination (SEE) 2082.

The notice comes as a corrective measure following previous years' management lapses, which resulted in attendance errors and the withholding of student results. To avoid past issues where errors in center determination, attendance, or answer sheet management led to withheld results, all units are requested to strictly implement the provisions of the SEE Examination Conduct and Management Guidelines 2068 (with amendments).

Centers must be determined by the end of Poush 2082 and the details sent to this office within the first week of Magh 2082.

Key Guidelines for Center Determination:

  1. To establish an examination center, the following minimum student counts must be strictly implemented:

     -Remote/Himalayan Regions: Minimum 150 students.

    -Hilly Regions: Minimum 250 students.

    -Terai/Inner Madhesh/Valley: Les than 300 students and 

    -Generally, a center should not exceed 400 students. However, every district must have at least one examination center regardless of student count.

  2. Funds for examination centers will be provided based on the student numbers mentioned above. If a center is established with fewer students than the specified minimum, the respective unit shall be fully responsible for the entire management and costs of that center.
  3. Home Centers and Reciprocity:
    1. No Home Centers: Students should not take exams at their own school.
    2. No Reciprocal Centers: Schools should not mutually host each other's students.
    3. Exceptions: In districts with only one center, home centers are allowed. In districts with only two centers, reciprocity may be permitted. Every center must host students from at least two or more schools.
  4. Rotation: In urban areas (Terai, Inner Madhesh, Valleys), efforts should be made to ensure a school is not assigned the same examination center every year.
  5. Technical Stream & Grade Increment:
    1. Separate centers should be established for students in the Technical Stream.
    2. For Grade Increment (supplementary) students from 2079 (old syllabus), all students within a district should ideally be assigned to a single center at the district headquarters.
  6. Special Needs: For students with disabilities (special abilities) who are few in number (1 or 2), necessary arrangements should be made for them to take exams at the nearest convenient center. Their answer sheets must be packed separately and submitted to the Education Development and Coordination Unit. The Education Development and Coordination Unit will arrange for those answer sheets to be placed in the subject-specific packets of the respective school's examination center. However, in cases where there are a large number of such examinees from a single school or schools falling under the same examination center, or if there are resource classes, arrangements can be made to conduct the examination by establishing a sub-center in the respective school under the jurisdiction of that same examination center to ensure convenience for the examinees.
  7. In the context of inquiries from several districts regarding the establishment of centers at the municipal level, centers may be determined at the municipal level in a coordinated manner, without reducing the specified number of students, provided that it ensures student convenience, maintains the dignity and fairness of the examination, facilitates ease of operation and management, and is agreed upon without dispute.
  8. Students must take the examination from the designated examination center only. If an examination is taken from a center other than the designated one, the student's examination may be canceled.
  9. Other matters related to center determination and examination conduct/management shall be as per the provisions in the Secondary Education Passing Examination Operation and Management Guidelines (with amendments), 2068.

Note: When recommending centers, it is requested to compulsorily include the Center Number, School Code Number of the examination center school, School Code Numbers of the participating schools, Superintendent's Name, Contact Mobile Number, and Email Address.
