The Ministry of Education, Science and Technology (MoEST) has issued a stern 10-point directive to all colleges operating with foreign university affiliations in Nepal. Citing the need for better regulation and discipline, the Ministry warned that failure to comply with these rules could lead to the cancellation of their operating licenses.
According to the "Directive Regarding the Operation of Higher Education in Affiliation with Foreign Educational Institutions, 2059," educational institutions that have received permission to run various educational programs are informed to follow the instructions below while operating their institutions and programs. This notice is issued as per the decision (Ministerial level) of this Ministry dated Poush 14,2082.
- Mandatory compliance with the terms and conditions outlined in Schedule 3 of the "Directive Regarding the Operation of Higher Education in Affiliation with Foreign Educational Institutions, 2059," must be ensured.
- Regarding the practice of appointing a Discipline Incharge (DI) to maintain student discipline, complaints have been received that this negatively impacts student learning; therefore, if such a system exists, it must be removed immediately. In its place, a student counseling room must be established to provide support, advice, and proper guidance to students.
- Arrangements must be made to allow students, parents, and stakeholders to submit complaints, suggestions, and feedback, and such grievances must be addressed regularly.
- Details of all types of program fees collected from students must be displayed transparently for everyone to see. A certified copy of this fee structure must be compulsorily submitted to the Ministry within 15 days.
- Information regarding the number of students per class and the daily classroom learning activity schedule must be provided to all students and parents. This information must also be made public via the institution's notice board and website.
- Programs must only be operated in the specific locations, levels, and durations for which the educational institution has received permission.
- Educational institutions must only list information on their websites regarding the subjects and program durations for which they have received operational permission from the Ministry. Under no circumstances should information regarding programs from other educational institutions be listed on the website under the guise of being a "director group".
- Scholarships must be awarded by selecting students through a transparent and fair process in the numbers specified by the directive. Details of these scholarships must be made public on the institution's website and compulsorily submitted to the Ministry.
- Arrangements must be made to ensure that teaching is conducted only by teachers who possess the relevant subject-matter qualifications and expertise.
- The provisions mentioned in the directive and the terms of the agreement made by the educational institution when receiving permission must be strictly followed. Failure to do so may result in the cancellation of the program's operational permission at any time.
