The Centre for Education and Human Resource Development (CEHRD) has issued a significant notice directing all local levels to submit detailed proposals for the adjustment and merger of community schools. This initiative is a central part of the government's long-term school education reform roadmap for the fiscal year 2082/083 (2025/26).
The Government of Nepal has intensified the process of physical and administrative restructuring of community schools with the objective of making school education higher quality, more accessible, and more life-oriented. To facilitate this, the CEHRD circular mandates that local governments evaluate schools based on student numbers, geography, and transportation accessibility to facilitate mergers where enrollment is low. The primary goal is to optimize resources and improve educational quality by redistributing saved teacher positions to secondary and lower-secondary levels.
To encourage participation, the government has announced special incentive grants for schools that complete the adjustment process by the start of the 2083 academic session or those that have already merged by the end of Falgun 2082, starting from Shrawan 1, 2082. Local levels must provide a comprehensive data set, an infrastructure management plan, and evidence of community ownership, specifically written consent from parents and School Management Committees, to be eligible for these incentives.
The deadline for submitting these action plans and proposals with the following details to the CEHRD is the end of Falgun 2082.
- a) Statistics of schools within the local level (teacher-student ratio, geographical location, accessibility).
- b) List of schools identified for merger/integration.
- c) Proposed school structure after integration, required physical infrastructure, and management plan.
- d) Proposal for teacher position adjustment and conversion.
- e) Consent and commitment from parents, community, school management committees, and other stakeholders.
- f) Implementation timeline, potential challenges, and mitigation measures.
- g) Details of the required budget and resource management.
