Following the formal implementation of the Bagmati Provincial Government’s flagship "Pride Project," Bagmati University has officially commenced teaching activities across five newly integrated constituent campuses.
The initiative aligns with constitutional provisions granting provincial governments exclusive jurisdiction over higher education within the federal structure. The university’s operational phase began following the establishment of its central contact office last year and the subsequent appointment of executive leadership.
Dr. Kusum Raj Subedi, Vice-Chancellor of the university, informed that teaching has started after merging the existing campuses within Bagmati Province as constituent campuses. According to him, five community campuses in the province received approval from the provincial government to operate as constituent units.
The Cabinet meeting of the Bagmati Provincial Government held on Mangsir 1 had decided to grant approval for the operation of the following constituent campuses.
- Janamaitri Multiple Campus ( Kuleshwor, Kathmandu)
- Kapan Multiple Campus (Kapan, Kathmandu)
- Bhuwanishankar Multiple College ( Khairahani, Chitwan)
- Madi Campus ( Madi, Chitwan)
- Chaitanya Multiple Campus ( Banepa, Kavrepalanchok)
Following that decision, the University Board of Trustees decided and signed agreements to operate these five community campuses as constituent campuses. "The agreement process with Hetauda Campus is also underway and will be finalized within a few days," Vice-Chancellor Subedi stated. Professors from these campuses are participating in orientation programs, and teaching will begin immediately after the agreements. Currently, over 360 students have enrolled and started classes in BBA, BIT, and B.Ed. programs.
With the agreement to become constituent campuses, the process of these community campuses separating from Tribhuvan University has also begun. Vice-Chancellor Subedi mentioned that professors currently teaching at these campuses will be kept on a one-year contract if their subjects match, while administrative staff will be placed on a six-month contract.
"Eligibility will be tested for teaching, and qualified professors will be retained," shared Subedi adding, "Those who do not meet the criteria will be given a six-month period for a re-evaluation opportunity." He further added that the University Service Commission would be formed, and additional subjects would be introduced and taught starting from the next academic session.
University Formed Three Years After the Act
Bagmati Province University has finally taken shape nearly four years after the provincial government introduced the concept through the Provincial Higher Education Act, 2078. Following the drafting of the university’s constitution and the appointment of officials last year, the process of integrating campuses within the province (previously affiliated with other Nepali universities) as constituent campuses was moved forward. Although the constitution for the university (headquartered in Hetauda) was issued last Baisakh, it was amended in late Asar as it had not yet been implemented.
Vice-Chancellor Subedi stated that, according to Section 9(3) and (4) of the Provincial Higher Education Act 2078, Rule 17 of the Provincial Higher Education Regulations 2079, and Section 36 of the Bagmati Province University Constitution 2081, campuses wishing to operate as constituent units must register an application at the University Board of Trustees Secretariat in Hetauda.
