The main objective of the MPA program is to prepare highly competent, innovative, and socially responsible public administrators capable of leading governance institutions, formulating policy, and delivering high-quality public services in a federal context. 

Specifically, the program aims to:

 a. Develop Strategic and Adaptive Leaders: Equip graduates with the knowledge, skills, and ethical frameworks to lead public institutions, manage change, and foster organizational resilience in dynamic governance environments. 

b. Promote Evidence-Based Policy and Decision-Making: Train graduates in advanced research methodologies, data analytics, and monitoring and evaluation frameworks to enable informed and accountable policymaking.

 c. Strengthen Digital and Technological Competence: Build capacity in digital governance, AI-enabled decision-making, e-government platforms, and ICT-based public service delivery to meet the demands of modern governance. 

d. Advance Social Inclusion and Equity: Prepare graduates to mainstream gender equality, social inclusion, and diversity considerations into policy, program design, and institutional practices, consistent with SDGs and global social justice standards.

e. Foster Operational Excellence and Public Sector Innovation: Develop competencies in public finance, fiscal management, procurement, and operations management to ensure efficient, transparent, and value-driven service delivery.

f. Cultivate Innovation and Problem-Solving Mindsets: Equip graduates with design thinking, policy innovation skills, and entrepreneurial approaches to address complex governance challenges and enhance citizen-centric outcomes.

Eligibility

  • Educational Qualification: A bachelor’s degree from a recognized university with specialization in any discipline.
  • Professional Experience (Preferred): Candidates with at least two years of professional experience in governance, public administration, or development-related sectors are strongly encouraged to apply.
  • English Language Proficiency: Demonstrated proficiency in English is preferred through prior academic qualifications.
  • Diversity and Inclusion: Preference will be given to applicants from underrepresented groups, including women, persons with disabilities, and individuals from remote or marginalized communities, in alignment with the University’s commitment to inclusive education.

Admission Criteria

  • Entrance Examination: Applicants must pass a written entrance examination assessing aptitude in analytical reasoning, general knowledge, and public administration concepts.
  • Interview Test: Must have passed the interview test for admission
