Public Sector Management (PSM) is a systematic approach to planning, organizing, staffing, directing, and controlling activities within government organizations to achieve policy objectives and improve social welfare. It emphasizes the efficient use of public resources while ensuring transparency, accountability, and responsiveness to societal needs. Although many public sector entities allocate substantial human and financial resources each year, the quality of service delivery for public goods and services often falls short of expectations. Therefore, it is essential to optimize resource allocation and enhance governance quality by employing competent human resources who can apply management principles in public sector institutions.

The BPSM curriculum is structured to provide foundational knowledge and managerial skills for public sector management through a diverse blend of subjects. Foundation courses lay the groundwork for advanced studies in various disciplines. Management courses equip students with the necessary skills to manage organizations more efficiently or to establish their own startups. Public Sector Management courses include core and specialized subjects related to public sector management, covering various sectors such as healthcare, education, and transportation. These courses focus on governance, budgeting, accountability, and entrepreneurship development. 

A wide range of electives gives students the flexibility to explore emerging issues such as sustainability, public sector innovation, and artificial intelligence. The program incorporates practical exposure through internships, fieldwork, and research projects, ensuring hands-on learning and real-world application of theoretical knowledge. To meet admission eligibility, optional pre-semester courses are offered for students who wish to enhance their knowledge in specific subjects.

By integrating business strategies, innovation, and entrepreneurial thinking, the program fosters the ability to drive efficiency, financial sustainability, and meaningful reforms in the public sector. Eligibility

  • Completed twelve years of schooling or its equivalent from any university, board, or institution.
  • Minimum D+ grade in each subject of Grade 12 with CGPA 1.80 or more / Secured at least second division in the 10+2, PCL, or equivalent program; and
  • Completed all the application procedures.

Admission Criteria

Eligible applicants must appear in the entrance test known as the Bagmati University Management Admission Test (BUMAT) conducted by the Faculty of Management, BU. The test will follow international testing standards and procedures. It includes areas like verbal ability, quantitative ability, logical reasoning, and general awareness. There shall be altogether one hundred (100) objective questions in the BUMAT, containing twenty-five (25) questions in each section, with a total weight of 100 marks. Students must secure a minimum of 40% in the BUMAT to qualify for the interview. Applicants securing above the cut-off point marks in the BUMAT will be short-listed. Only short-listed candidates will be interviewed. The final merit list will be published after considering the BUMAT score, Grade 12 or equivalent score, and interview marks, and the selected candidates will be admitted. The weightage for the BUMAT score, Grade 12 or equivalent score, and interview score will be 50 percent, 40 percent, and 10 percent, respectively.
