Public Administration Campus (PAC), popularly known as Jana Prasashan Campus, is a pioneering institution in Nepal dedicated to the study, training, and research in the field of public administration and public affairs management. The foundation of public administration education at Tribhuvan University began with a one-year diploma program under the Center for Economic Development and Administration (CEDA), which also provided in-service training for HMG Second Class Gazetted Officers. Building upon this initiative, PAC was formally established in 1976 as a full-fledged constituent campus of Tribhuvan University, entrusted with the sole responsibility of advancing public administration education in the country.
Initially, PAC offered the Diploma in Public Administration (DPA) until 1979, after which it introduced the Master’s in Public Administration (MPA) program to meet the growing need for skilled administrators and policymakers. To further strengthen academic excellence and independence, the Central Department of Public Administration (CDPA) was created in 1986, marking a significant step in the development of public administration education in Nepal. Since then, PAC/CDPA has been at the forefront of producing competent graduates, conducting impactful research, and delivering specialized training for professionals in governance and public service.
The campus is supported by a team of dedicated faculty members, visiting scholars, and administrative staff, all working together to provide quality education and nurture students’ academic as well as personal development. With around 16 faculty members and two dozen administrative staff, PAC ensures a supportive academic environment. The leadership team, consisting of the Campus Chief, Deputy Campus Chief, and Program Coordinator, plays a vital role in guiding both academic and administrative activities.
PAC has maintained close collaboration with the government to keep its curriculum relevant and responsive to contemporary governance needs. Over the years, distinguished international scholars, such as Prof. Fred Rigs (University of Hawaii), Prof. Dr. P.S. Bhattanakar (Rajasthan University, Jaipur), and Prof. Avubewa (University of the Philippines), have enriched its programs, enhancing the academic rigor and global outlook of public administration studies in Nepal.
Today, PAC stands as a center of excellence, committed to preparing capable administrators, policymakers, and researchers who contribute to effective governance and nation-building.
